Overview
Do come in — mind the duster, it molts. No product of the Old World was sold harder or believed in more sincerely than the vault. I have kept the brochures; they are in remarkable condition. Optimism, sir, ages better than it deserves.
Vault-Tec Industries sold the end of the world as an amenity. Beneath the United States the company dug great sealed shelters — reactor, water purifier, hydroponics, a jumpsuit in your size — and marketed them door to door while the Resource Wars burned. Salvation by subscription: reservations, payment plans, waiting lists for the unlucky. On every billboard a cartoon fellow named Vault Boy gave the apocalypse a wink and a thumbs-up, and on October 23, 2077, the customers ran for their doors.
The doors held — very nearly all of them. That much of the brochure was true — and I ask you to keep it in mind, because it is nearly the last claim in this record that is.
Controlled Conditions
Here the cheer thins, as it must. Most vaults were not built to save their residents; they were built to study them. Each door sealed in a population and a variable — deprivation here, abundance there, a flaw installed at the factory with great care. The residents believed themselves customers. They were subjects. The monitoring was the point: every reading, every breakdown, every quiet year was data for someone who never intended to say so.
The record attests it three times over, from three directions. The Enclave — the old government, waiting offshore — spoke of the vaults as experiments and read their results like quarterly reports. The overseer terminals beneath the Capital preserved the assignments in Vault-Tec's own administrative prose. And the television record reached the boardroom itself: a conference table, good suits, its subscribers discussed as test conditions. Three witnesses, decades apart, one finding. This was never a shelter program with regrettable exceptions. The exceptions were the program.

Vault 12, under Bakersfield: a door engineered never to quite seal, so the radiation came in as scheduled; its residents lived on regardless, after a fashion, and founded Necropolis. Vault 11: a voice demanding one resident be sacrificed each year lest all die — and when the last five citizens finally refused, it congratulated them on their virtue and unlocked the door. Vault 87: the virus came pre-installed, and its residents left it as the Capital's first super mutants.
Vault 112: no hardship at all, merely a simulated paradise run at the pleasure of a designer who declined to stay benevolent. Vault 111: residents in cryogenic pods they were told were decontamination. And Vault 76 — I am glad to hold one such file — was a control: it opened on schedule in 2102 and sent its residents out to reclaim Appalachia. Even an experiment requires a baseline. The baseline was permitted to live.
The Long Game
One acquisition is recent, and obliged me to re-index the entire cabinet. In the television record — the year 2296, beneath what was Los Angeles — three vaults form a set: 33 and 32, tidy places that exchanged spouses by arrangement and raised generation after cheerful generation; and Vault 31, which farms nothing and schools no one, because Vault 31 is a freezer.
What it kept on ice was management. Vault-Tec's own people, preserved before the bombs fell, were thawed one at a time across two centuries to stand for overseer elections next door — elections they invariably won. The company did not merely watch its long game, sir. It staffed it.
And why — toward what end a corporation seeds its managers two hundred years deep into the ruin it measured so carefully — no minute in my keeping says. The archive prefers a gap to a guess. In this record, the gap sits precisely where the reason should be.
